Early Childhood Education
Parents have the right to apply for a daycare place for the child after their parental leave. Early childhood education is carried out by respecting the individuals needs and cultural backgrounds of families with children, while also considering the equitable treatment of these families.
Early childhood education at a daycare
By early childhood education (ECE) is meant a child’s systematic and goal-directed upbringing, education, and care where pedagogy is specifically emphasized. The activity is based on the basics of the National Core Curriculum for early childhood education as well as the local early childhood education curriculum of Kajaani.
Parents of children under school-age may choose one of the following options:
- municipal daycare
- private daycare
- home care allowance, when the youngest child in the family is under three (3) years old
- private care allowance
- private care allowancemunicipal supplement
- club activity playgroup managed by the home municipality (locality)
Early childhood education and preschool for multilingual children and children of foreign-languages
Both early childhood education and preschool for multilingual children are part of the general early childhood education services. In early childhood education and Preschool the importance of the child’s own mother tongue and culture are taken into account, as well as the learning of the Finnish language. For all children, an early childhood education curriculum will be prepared and for preschool aged children learning plans for pre-primary education that also serve as part of the child’s integration plan will be devised. Teaching Finnish as a second language (S2) will be carried out during daily activities, in small group activities or as individual private teaching.
Morning and afternoon activities for basic education
The activities are managed by the Municipal Educational Administration for Early Childhood Education in cooperation with basic education. The activities are intended for first and second graders as well as pupils of special needs in other classes. At the City of Kajaani the prerequisite for participation in the activity is that both parents must be either employed or studying.
Activities will be arranged during school days, in the mornings before the start of the school day mainly between 6:30 to 10:00, and in the afternoons between 12:00 to 16:30 (until 17:00 if necessary).

Teppana daycare is the only unit that provides care around the clock on midweek holidays and other official holidays.

Special Early Childhood Education
At the City of Kajaani special needs teachers for early childhood education cooperate with the early childhood education personnel at daycares and family daycares.
A child’s needs for support are identified as early as possible and support measures begin immediately after the need for support has been detected. Special needs teachers for early childhood education cooperate with guardians and early childhood education workers to assess the child’s needs for support and plan measures accordingly.
A child’s need for support is flexible, involving long-term planning, and the means for support must change accordingly between general, intensified, and special support. The support that a child needs will be arranged for in daycares, family daycares, and in integrated special groups. Such integrated special groups are at the following daycares: Päiväkoti Menninkäinen, Ratamon päiväkoti, and Pikku-Ketun päiväkoti.
Club Activity (playgroups)
Playgroup activities are intended for children aged 3-5 who are not under other daycare services. The aim is to offer the child fun activities, friends, joy, and experiences. This way the growth of the child’s skills, learning, and interactive capacities are supported. Club activities cooperate with the Department of Culture of the City of Kajaani. The term starts at the beginning of September and ends at the end of May.
In Kajaani private daycare is provided by family daycares and daycares. The City of Kajaani supervises and guides private daycare.
